MEMORANDUM Hoisington Koegler Group Inc. ©IA <br /> 1111To: Cathy Mehelich <br /> From: Rusty Fifield <br /> Subject: Industrial Land in Comprehensive Plan <br /> Date: October 30,2002 <br /> The Comprehensive Plan Task Force is in the process of creating development alternatives for the future <br /> of Elk River. The creation and evaluation of these concepts will lead to the Land Use Plan. An important <br /> element of the Land Use Plan is industrial property. The creation of jobs and tax base have been <br /> consistently identified as important goals for the Comprehensive Plan. <br /> The Task Force wants to capitalize on the work of the EDA in preparing the Strategic Industrial <br /> Marketing Plan. The EDA should have very valuable insights on the future industrial property needs of <br /> Elk River. The Task Force would like input from the EDA on this matter. <br /> The Current Comprehensive Plan targets six basic areas for industrial development. The map on next <br /> page shows each of the following areas: <br /> 1. South of Highway 10 west of County complex <br /> 2. Land along County Road 35 <br /> • 3. Southern portions of Gravel Mining District <br /> 4. Along County Road 12 east of Highway 169 <br /> 5. Along Highway 10 and rail line east of Highway 169 <br /> 6. Southeast Elk River along Highway 10 <br /> To assist the Task Force in creating development concepts for the future, we would like the EDA's <br /> response to the following questions: <br /> 1. Should the Comprehensive Plan continue to plan for industrial development in each of these <br /> locations? <br /> 2. On a scale of 1 to 5 with "1" being the most important, how important is it to convert a <br /> portion of the gravel mining district into industrial development? Do you envision new <br /> development in this area to be light or medium industrial? <br /> 3. Does the Comprehensive Plan need to include other areas for new industrial development <br /> (locations not currently designated for industrial development)? If yes, then where? The <br /> response to this question can also show the expansion of existing industrial areas. <br /> 4. Should the Comprehensive Plan anticipate the creation of a new"business park"for industrial <br /> development? If yes, does the EDA have a preferred location? <br /> Thank you for your attention to these questions.
