MEMORANDUM Hoisington Koegler Group Inc. ©IA
1111To: Cathy Mehelich
From: Rusty Fifield
Subject: Industrial Land in Comprehensive Plan
Date: October 30,2002
The Comprehensive Plan Task Force is in the process of creating development alternatives for the future
of Elk River. The creation and evaluation of these concepts will lead to the Land Use Plan. An important
element of the Land Use Plan is industrial property. The creation of jobs and tax base have been
consistently identified as important goals for the Comprehensive Plan.
The Task Force wants to capitalize on the work of the EDA in preparing the Strategic Industrial
Marketing Plan. The EDA should have very valuable insights on the future industrial property needs of
Elk River. The Task Force would like input from the EDA on this matter.
The Current Comprehensive Plan targets six basic areas for industrial development. The map on next
page shows each of the following areas:
1. South of Highway 10 west of County complex
2. Land along County Road 35
• 3. Southern portions of Gravel Mining District
4. Along County Road 12 east of Highway 169
5. Along Highway 10 and rail line east of Highway 169
6. Southeast Elk River along Highway 10
To assist the Task Force in creating development concepts for the future, we would like the EDA's
response to the following questions:
1. Should the Comprehensive Plan continue to plan for industrial development in each of these
locations?
2. On a scale of 1 to 5 with "1" being the most important, how important is it to convert a
portion of the gravel mining district into industrial development? Do you envision new
development in this area to be light or medium industrial?
3. Does the Comprehensive Plan need to include other areas for new industrial development
(locations not currently designated for industrial development)? If yes, then where? The
response to this question can also show the expansion of existing industrial areas.
4. Should the Comprehensive Plan anticipate the creation of a new"business park"for industrial
development? If yes, does the EDA have a preferred location?
Thank you for your attention to these questions. We would welcome any other input and guidance on
development concepts from the EDA.
•
123 North Third Street,Suite 100,Minneapolis,MN 55401-1659
Ph(612)338-3800 Fx(612)338-6838 www.hkgi.com
Direct(612)252-7133 Email rusty@hkgi.com
