In other words, <br /> they are underemployed. <br /> A Person is Underemployed When He or She Is: <br /> • 1) Working part-time involuntarily (cannot work full-time due to economic reasons <br /> beyond control) <br /> 2) Overqualified or overeducated for one's current employment (have more education, <br /> training, or expertise than their current jobs require) <br /> 3) Earning wages below market value for one's occupation or skill set <br /> Study Conclusions <br /> • Attract out-commuters back into the area and identify workers' skill levels to market <br /> potential businesses In order to attract the 63% of out-commuters back into Sherburne <br /> County, the jobs that include the highest percentages of underemployment should be <br /> included in the City's business recruitment efforts. The top five occupational categories <br /> in which Sherburne County residents are underemployed (see Table 2) are sales, <br /> healthcare support, production, education, and architecture and engineering. Currently, <br /> Elk River is working to recruit businesses in the production field. <br /> • Provide existing companies with a skilled labor force Sherburne County contains a well- <br /> educated work force. Roughly 59% of respondents 25 years or older have had some <br /> college, received an Associate, Bachelor's, or advanced degree (see Table 3). <br /> • Labor Shortage Identification The occupational groups with the highest job vacancy <br /> • rates were personal care and service, food preparation and serving related, and <br /> construction and extraction (see Table 4 and note the turnover-adjusted demand). <br />
