Request for Action To Item Number Mayor and City Council 4.6 Agenda Section Meeting Date Prepared by ConsentFebruary 16, 2016Lauren Wipper, Human Resource Representative Item Description Reviewed by Approve Master Labor Agreement between the City Cal Portner, City Administrator of Elk River and Law Enforcement Labor Services Reviewed by Local 271 for January 1, 2016, to December 31, 2018 Action Requested Approve, by motion, the Master Labor Agreement (Contract) between the City of Elk River and Law Enforcement Labor Services Local (LELS) 271 for January 1, 2016, to December 31, 2018. Background/Discussion City staff has reached agreement with the sergeant labor union (LELS 231). The agreed to provisions of the contract are consistent with previous council discussions. Agreed to terms are as follows: Court Time Administration will confirm court appearances and notify the employee of cancellations. Change in late cancel pay from 1½ hours pay to 3 hours at 1½ time. Uniforms The uniform allowance will increase by $20 each year. Wage Rates General increase of 2% and market adjustment of 1% will be given on January 1, 2016. General increase of 2.5% will be given on January 1 of 2017 and 2018. Possible market adjustments will be given July 1 of each year based on average of comparison group, maximum of 0.5% for 2016 and 2017 and 1% for 2018. Financial Impact The January 1, 2016, general increase, market increase, and uniform allowance increase were included in the 2016 budget. If a July 1, 2016, market increase is given, that will be taken out of fund balance reserves (General Fund) and include in the 2016 year-end adjustments.
