<br />Request for Action <br /> <br /> <br />To Item Number <br /> <br />Mayor and City Council 4.6 <br />Agenda Section Meeting Date Prepared by <br /> <br />ConsentFebruary 16, 2016Lauren Wipper, Human Resource Representative <br />Item Description Reviewed by <br />Approve Master Labor Agreement between the City Cal Portner, City Administrator <br />of Elk River and Law Enforcement Labor Services <br />Reviewed by <br />Local 271 for January 1, 2016, to December 31, <br /> <br />2018 <br /> <br /> <br />Action Requested <br /> <br />Approve, by motion, the Master Labor Agreement (Contract) between the City of Elk River and Law <br />Enforcement Labor Services Local (LELS) 271 for January 1, 2016, to December 31, 2018. <br /> <br />Background/Discussion <br /> <br />City staff has reached agreement with the sergeant labor union (LELS 231). The agreed to provisions of <br />the contract are consistent with previous council discussions. <br /> <br />Agreed to terms are as follows: <br /> <br />Court Time Administration will confirm court appearances and notify the employee of <br />cancellations. Change in late cancel pay from 1½ hours pay to 3 hours at 1½ time. <br />Uniforms The uniform allowance will increase by $20 each year. <br />Wage Rates General increase of 2% and market adjustment of 1% will be given on January 1, <br />2016. General increase of 2.5% will be given on January 1 of 2017 and 2018. <br />Possible market adjustments will be given July 1 of each year based on average of <br />comparison group, maximum of 0.5% for 2016 and 2017 and 1% for 2018. <br /> <br />Financial Impact <br /> <br />The January 1, 2016, general increase, market increase, and uniform allowance increase were included in <br />the 2016 budget. If a July 1, 2016, market increase is given, that will be taken out of fund balance <br />reserves (General Fund) and include in the 2016 year-end adjustments.
