<br />i) Amendment No.2 with Ken Stevens increasing the contract amount by <br />$20,000 for work within the current scope of services; <br />ii) Amendment No.2 with Richardson, Richter & Associates increasing the <br />contract amount by $37,000 for work within the current scope; and <br />iii) Amendment No.2 with Himle Homer Incorporated increasing the <br />contract amount by $110,000 and extending the term of the contract <br />through December 31, 2004. <br /> <br />Mr. Yantos noted that these contract amendments are within the approved 2004 budget <br />and work plan and require no additional monetary contributions by the members. <br /> <br />Peter McLaughlin made a motion that the NCDA approve the proposed 2004 contract <br />amendments as recommended by the Executive Committee and authorize the Chair to <br />finalize negotiations and execute contract amendments with Richardson, Richter & <br />Associates, Ken Stevens and Himle Homer Incorporated. The motion was seconded by <br />Felix Schmiesing and passed unanimously on a voice vote. <br /> <br />c) Proposed 2005 Budget and Work Plan. <br />Mr. Yantos noted that the 2005 budget being submitted for recommendation, reflects <br />federal and regional contributions, as well as the local expenditures necessary to keep <br />Northstar moving. Dan Erhart made a motion which was seconded by Peter <br />McLaughlin that the NCDA approve the proposed 2005 NCDA budget as presented. <br />, The motion passed unanimously on a voice vote. Dan Erhart noted that the <br />perseverance and determination by the NCDA members over the past seven years has <br />been what has moved this project forward. <br /> <br />d) Options for Northstar Commuter Coach. <br />Jon Olson reviewed three options for consideration regarding the Northstar Commuter <br />Coach services. Option One: Terminate service on September 30, 2004. Option Two: <br />Continue operation, leave fares at the current levels and operate until all reserves are <br />spent - about three months. Option Three: Continue service through September 30, <br />2004 with no fare increase. After some discussion, Dennis Berg made a motion that the <br />NCDA continue operations of the Northstar Commuter Bus for one year, from October <br />1,2004 through September 30, 2005, increase fares from Elk River to $4.50 fare from <br />Riverdale unchanged, and add $100,000 to the NCDA 2005 budget to be allocated 1/3 <br />to the NCDA, 1/3 to Sherburne County and 1/3 to Anoka County. The motion was <br />seconded by Felix Schmiesing and passed unanimously on a voice vote. <br /> <br />3. Public Information Update: John Himle gave a brief update on public information <br />activities. <br /> <br />4. Project Update: Ken Stevens noted that staff are developing an RFP for general <br />engineering consultant services for final design of the Northstar Commuter Rail <br />Project. The RFP scope of work will include advance planning, rolling stock, design on <br />capacity improvements and continued negotiations with BNSF. <br /> <br />5. Legislative Update: <br /> <br />a) State. <br />
