Pursuant to a memorandum of understanding, the NCDA will begin final design in <br />January 2005. Because the State Legislature has not committed its State share of the non- <br />federal funding for the Project, the FTA has not yet given its approval to enter final design. It is <br />anticipated that the NCDA will undertake final design without federal participation at this time. <br />Funding for final design will be provided by the NCDA capital partners which include the <br />regional railroad authorities of Anoka, Hennepin and Sherburne Counties. Once the local match <br />has been committed by the Minnesota Legislature, the NCDA will seek FTA approval of final <br />design activities. <br /> <br />Staff are requesting that the NCDA authorize the release of a Request for Proposals (RFP) for <br />Engineering Services for the Final Design of the Northstar Commuter Rail Project. The <br />engineering services requested in the RFP include a general engineering consultant responsible <br />for the final design of the following project components: six commuter rail stations; track and <br />signal improvements to the BNSF railroad; maintenance, layover and central control facilities; <br />and rolling stock. In addition, the consultant would be responsible for value engineering and <br />assisting the NCDA in the preparation of New Starts reports and in providing support for <br />community involvement and transit-oriented development activities. And depending on the <br />outcome of negotiations with BNSF, the consultant may also be required to conduct preliminary <br />engineering and prepare environmental documentation for an alternate site for the maintenance <br />and central control facility. The term of this project is anticipated to be from January 2005 <br />through early 2006. <br /> <br />The proposed timeline for the RFP process is: <br /> <br />. Issuance of RFP - September 13, 2004 <br />. Pre-proposal conference - September 30, 2004 <br />. Questions due from respondents - October 4, 2004 <br />. Proposals due - October 15, 2004 <br />. Interview, if any - week of October 25, 2004 <br />. Selection of consultant by NCDA - November 4, 2004 <br />. Contract negotiations - November 5 through December 1, 2004 <br />.
