The outline of <br />the program was to do a reconstruction project every other year. This allowed time for <br />public involvement through the feasibility and design stage, plus an 18-month construction <br />process to allow the final lift of bituminous paving to be placed the year after major <br />construction was completed. The first such project was undertaken on 4ill Street and the <br />adjacent side streets in 2003. That project is now complete; therefore, it is time to consider <br />initiation of the 2005 street reconstruction project. <br /> <br />City staff is recommending Sill Street, Tipton Avenue and Upland Avenue be considered for <br />the 2005 street reconstruction program, along with the adjacent side streets. The area is <br />shown on the attached exhibit. This area is slightly larger than the 2003 project. Two <br />reasons that staff is recommending this area are: First, it is adjacent to the 2003 street <br />reconstruction project, and therefore, will complete the reconstruction of all streets roughly <br />in the triangular area bounded by Trunk Highway 10, Main Street and Lake Orono. The <br />second reason is there is a storm sewer system that runs through some rear yard areas <br />flowing from north of Trunk Highway 10, ultimately outletting into the Elk River near Main <br />Street, which has from time to time caused problems in the rear yard areas. Sinkholes have <br />developed and pipes have broken which have had to be repaired. Street reconstruction in <br />this project will allow the City the opportunity to deal with the storm sewer issue and put <br />most of the pipe system in street rights-of-way. It will also allow the City to address the long <br />standing water issue at the intersection of Tipton Avenue and Upland Avenue. <br /> <br />-- <br /> <br />Attached is a resolution for the City Council's consideration which would order the <br />feasibility study for the reconstruction of the streets shown on the attached exhibit. Since <br />this is a city-initiated project, this resolution requires a four-fifths majority.
