To assist in the discussion I have pulled out some of the
history regarding this issue. Attached to this memo are the following items:

. June 12, 2000 City Council minutes
. June 22, 2000 letter from me to the City Council discussing the issue
. June 26, 2000 City Council minutes including an action to delay the cul-de-sacing of Line
Avenue
. June 28, 2000 Star News article concerning the issue

As you are aware, the original design of the East Elk River plans called for the cul-de-sacing
of Line Avenue. Weare currently looking through our archived plan sheets to find the
original cul-de-sac plan. I hope to have this available Monday evening. At this point in time,
we have not been able to prepare a detailed cost estimate, but considering that the area has
been previously graded, there would be minimal dirt work necessary for the construction of
a cul-de-sac. My initial ballpark guess would be that the cost of cul-de-sacing Line Avenue,
installing appropriate signing, and some minimal landscaping would be in the $50,000 range.

I will be in attendance at your September 20, 2004 City Council meeting to discuss this issue
further.

,-

Sincerely,

/~~

Terry J.
