<br /> <br />Item 6.1. <br /> <br />City of <br />Elk: <br />River - <br /> <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />September 13, 2004 <br /> <br />File: 823930J -0060 <br /> <br />The Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: GATES AVENUE RESTRIPING ISSUE <br /> <br />Dear Councilmembers: <br /> <br />As directed at the last City Council meeting, staff has prepared the attached striping plan to <br />re-install the two-lane striping pattern with a wide shoulder area on the southern portion of <br />Gates Avenue. The northern portion of Gates Avenue and Freeport Avenue would remain <br />as currently striped in a three-lane configuration. We have looked at the various options for <br />transitioning from a two-lane roadway to a three-lane roadway. We believe that the best <br />transition would be as shown on the exhibit, with back-to-back left turn lanes for St. <br />Andrews Church driveway north-bound and the Evans Meadows apartment complex south- <br />bound. South of this area would be a two-lane roadway with a wide shoulder, and north of <br />this area would be the three-lane configuration. It should be noted that City staff, including <br />myself, Police Chief Jeff Beahen, and Street Superintendent Phil Hals, are still concerned <br />about safety with allowing parking along both sides of Gates Avenue, which has a traffic <br />count of over 6,000 vehicles on an average weekday and no pedestrian facilities adjacent to <br />the roadway. It should also be noted that as directed by the City Council, this re-striping <br />exhibit has been sent to the property owner mailing list for Gates Avenue. <br /> <br />Also, as requested by the City Council, I have attached two previous City Council agenda <br />items. The first is from 1994 and deals with the potential realignment of 3'd Street east of <br />Gates Avenue to line up the east and west sides of 3'd Street.
