<br />U [j[j@!X3'[f[}{]@'[f!JJJXj <br />@@!X3!X30!1J@!X3 <br /> <br />Executive Committee I Capital Budget Committee Agenda Item #4 <br />NCDA Agenda Item #4b <br /> <br />MEMORANDUM <br /> <br />October 1, 2004 <br /> <br />To: <br /> <br />Executive Committee I Capital Budget Committee <br />Northstar Corridor Development Authority <br /> <br />From: <br /> <br />Staff <br /> <br />Subject: <br /> <br />Selection Process for Consultants for Advanced and Final Design Services <br /> <br />At the September 2, meeting, the NCDA authorized the release of a Request for Proposals <br />(RFP) for Engineering Services for the Final Design of the Northstar Commuter Rail Project. <br />The engineering services requested in the RFP were to include a general engineering <br />consultant responsible for the final design of the following project components: six commuter <br />rail stations; track and signal improvements to the BNSF railroad; maintenance, layover and <br />central control facilities; and rolling stock. In addition, the consultant would be responsible for <br />value engineering and assisting the NCDA in the preparation of New Starts reports and in <br />providing support for community involvement and transit-oriented development activities. <br /> <br />Following the Board meeting, staff had much discussion about the procurement process with <br />the NCDA's partners on the project, including BNSF, Mn/DOT and the Metropolitan Council. It <br />was a consensus that a more cost-effective approach to the procurement of design services <br />was to issue two separate RFP's - one for the advanced and final design of commuter rail <br />facilities, and one for the advanced and final design of the LRT connection and for the technical <br />services necessary to assist in the New Starts process and oversight of the commuter rail <br />design. Additionally, BNSF indicated that its strong preference was to manage the final design <br />of the track and signal improvements on its railroad, subject to the review and approval of the <br />NCDA. Consequently a sole source contract with BNSF will be necessary. <br /> <br />The revised timeline for the proposed procurement process for the selection of both consultants <br />is: <br /> <br />. Negotiation of contracts - November 29 through December 10, 2004 <br />. Contract approvals by NCDA - January 6, 2005 <br />.
