Item # 8 <br /> i1k <br /> ity <br /> River <br /> MEMORANDUM <br /> TO: Economic Development Authority <br /> FROM: Michele McPherson;'Uirector of Planning <br /> DATE: October I I, 2004 <br /> SUBJECT: Land Use and Zone Change — Elk River Business Park <br /> Associated Developers of Elk River and Elk River Business Park are proposing to replat lots <br /> located in Elk River Crossing and Elk River Business Park in order to provide lots for two <br /> retail facilities,Tractor Supply and Maxsun Furniture. In order to accommodate these retail <br /> • uses, the lot in Elk River Business Park,which is guided Light Industrial and zoned Business <br /> Park,must be re-guided to Highway Business and rezoned to Planned Unit Development. <br /> During the 18-month Comprehensive Plan update process, Hoisington-Koegler, Inc., the <br /> City's consultant,identified three future land use plans. They were: the Current Plan <br /> concept;the Market Trends concept;and the Guided Growth concept. In the Current Plan <br /> concept, the area in question was identified as Light Industrial;however,the Guided Growth <br /> and Market Trends concepts identified this area as Highway Business. Strong discussion <br /> during the review of the Draft Comprehensive Plan indicated a desire on the part of the City <br /> to maintain the Light Industrial land use designation for this site. <br /> As the Authority is aware,the City recently adopted the update of the Comprehensive Plan. <br /> The Plan, after much discussion,identified this area to be guided Light Industrial. This is <br /> the only area in the City with infrastructure in place to site an industrial prospect. <br /> Recommendation <br /> Given the fact that the Comprehensive Plan was recently adopted (August 16,2004),and has <br /> not yet even been distributed, staff recommends that the land use designation remain as <br /> Light Industrial. <br /> • <br /> S:\PLANNING\Case Files\2004\P 04-22 E R Crossing 5th\EDA memo 10-11-04.doc <br />
