Joint Meeting with City Council,EDA and ACE
February 9,2004
• Goals of Energy City
• To provide Minnesota's energy industry with a geographical focal point to
demonstrate energy efficient and renewable energy technologies, services and
products. These products, services and technologies must be environmentally
friendly, affordable, and repeatable elsewhere.
• To encourage the use of energy efficient and renewable energy technologies through
consumer education.
• To evaluate results of energy demonstrations to predict repeatability.
Organization of Energy City
Energy City is governed by ACE (Action Committee for Energy),which is made up of
various local government, environmental groups and energy industry representatives.
Although Energy City operates as an autonomous organization,it supports the mission and
goals of its parent organization, Energy Alley.
Two subcommittees of ACE have conducted the primary activities of Energy City- Energy
Use/Demonstration Committee and Marketing/Economic Development Committee. The
Demonstration Committee identified potential projects and assisted the project developer as
needed in completing the project in Energy City. The Marketing Committee promoted new
and existing projects as well as the Energy City program itself. The committees have since
merged as part of the greater Action Committee for Energy. The attached current marketing
• brochure indicates Energy City projects and partnerships.
Funding for the Energy City activities comes from the City of Elk River at an average cost of
$10,000 per year to cover staff, conference attendance, arranging and funding tours of the
city, printing a brochure, and maintaining a website which promotes Energy City
demonstration projects. The staff liaisons for this program have primarily included the
Building&Environmental Administrator and the Assistant Director of Economic
Development.
Energy City Projects
Energy City does not develop its own energy projects or demonstrations, but rather works
with entities interested in completing an energy efficient and economically feasible project in
Elk River. Such entities may include builders, utility companies, government agencies, or
businesses. Examples of completed projects include:
• Energy House I&II
• Landfill Gas-to-Electric Facility
• Energy Efficient Traffic Lights
• Refuse Derived Fuel Plant
• Commercial use of Geothermal Heat Pumps,Recovery Ventilators, and Energy
Efficient Lighting
• Full Scale Wind Generator
1110
