The Council and EDA <br /> directed staff to proceed in developing a plan for Phase I improvements and development of <br /> the following areas: <br /> • City-owned Cargill land—60 net acres,Light Industrial and Highway Business <br /> • EDA-owned Brown land—45 net acres,Business Park <br /> Issue <br /> The EDA has been proceeding with the planning and development of Phase I <br /> improvements in the EDA-owned Brown land,renamed as "Northstar Business Park." <br /> Staff requests the Council's discussion and direction on the attached development schedule <br /> for the city-owned Cargill property. <br /> Overview <br /> The city property includes approximately 60 net acres located southeast of 171st Avenue. <br /> The property is zoned for Light Industrial with a small portion zoned for Highway Business. <br /> Only a portion of the property abuts Highway 10 and is surrounded by privately owned land <br /> on either side which makes for a larger development area. The development area is zoned <br /> • comparatively with the city property. The development area is located within the Urban <br /> Service Area Boundary. <br />
