itikk River 13065 Orono Parkway Elk River,MN 55330 February 2,2005 File: 819610J-0030 Ms.Catherine Mehelich Director of Economic Development City of Elk River 13065 Orono Parkway Elk River,MN 55330 RE: ESTIMATED BROWN PROPERTY DEVELOPMENT COSTS • Dear Ms.Mehelich: As requested,we have revisited our previous estimate relative to the full development of the Brown property located along Twin Lakes Road. Our previous estimate of development cost was in a letter dated November 26, 2002. We have re-analyzed the costs based on an exhibit prepared by Chris Leeseberg labeled "EDA Brown Property Option No. 2". For purposes of this estimate we have assumed that it would include preparation of a grading plan,preliminary and final plat, and lot staking, along with design of the improvement, going through the 429 assessment process, and all necessary construction services. Generally,the improvements include a watermain loop through the property, starting at Twin Lakes Road and 1751h Avenue intersection and terminating at the north end of the property,tying into an existing stub off of Twin Lakes Road. The sanitary sewer would also flow from the intersection of Twin Lakes and 175`h Avenue and be extended to the northernmost lot labeled No. 1 on the exhibit. For storm sewer purposes we have assumed that the existing storm drainage pond located adjacent to Lot 1 in the northern part of the property would be expanded slightly to the east to accommodate all ponding requirements for the development. Storm sewer would be extended from the southern part of the property along the road right- of-way,ultimately outletting to the expanded pond. Finally,the street costs represent an urban style roadway 38 - 40 feet in width with concrete curb and gutter and sidewalk along one side. We have not included street lighting or boulevard tree planting in our estimate.
