Elk River
Municipal Utilities UTILITIES COMMISSION MEETING
TO: FROM:
Elk River Municipal Utilities Commission Tom Sagstetter—Conservation and Key
John Dietz—Chair Accounts Manager
Al Nadeau—Vice-Chair
Daryl Thompson- Trustee
MEETING DATE: AGENDA ITEM NUMBER:
January 12, 2016 2.4
SUBJECT:
2016 Tariffs
BACKGROUND:
At the December 8, 2015 Utility Commission meeting, the 2016 Budget was approved. Included
with the budget were a few rate increases.
DISCUSSION:
Enclosed for your review and consideration are the updated tariff sheets for 2016. The electric
rates for 2016 will be unchanged. The water rates have been changed as they were approved in
the 2016 Budget. In addition to updating the water rates, updates were made to Water
Conservation Program to clarify ERMU delivery pressure requirements and ownership of service
connections to the water main. As a result of acquiring new customers ERMU has had to
develop a new Ground Source Heat Pump Tariff Existing customers that have GSHPs will be
moved to this new rate. Other electric rate modifications were made to the Energy Management
Rates; beginning in 2016 all these programs will now subject to PCAs instead of exempt. The
final change is to the Electric Vehicle Charging Rate, this program will now allow participants to
charge their vehicle during off-peak hours similar to storage water or space heat. All edits made
to the proposed tariffs are redlined to help identify the changes. Also attached are the 2016 fees
as adopted in 2015.
ACTION REQUESTED:
Staff recommends approval of the proposed 2016 rates and tariff sheets.
ATTACHMENTS:
• Proposed 2016 Residential Electric Service Tariff
• Proposed 2016 Residential All-Electric Service Tariff
• Proposed 2016 Non-Demand Electric Service Tariff
• Proposed 2016 Demand Electric Service Tariff
• Proposed 2016 Off Peak Demand Electric Service Tariff
P-
OWERED 8Y
Page 1 of 2 NATURE
Reliable Public
Power Provider P OWERED To S ERV E
57
