Housing and Redevelopment Minutes Page 2 <br /> December 7,2015 <br /> Colleen Eddy provided an update on the HRA Rehabilitation Loan Program: <br /> • Six projects have been completed to date <br /> • Two more are currently under construction <br /> • $167,044 has been disbursed over the three-year program period <br /> • Current available funds should cover 3—5 new projects <br /> Ms. Eddy noted that this will be the last year of the program and the HRA may want to <br /> consider whether or not they would like to do another program in the future. <br /> 7.2 Blighted Properties Residential Forgivable Loan Program <br /> Ms. Othoudt reviewed the revisions to the program which were made after the last <br /> discussion. <br /> Changes were discussed including a minimum and maximum number of points,and <br /> including a preferred number of points,such as 75. <br /> Ms. Othoudt stated she will incorporate the HRA's comments in the loan program <br /> document for consideration at the February HRA meeting. <br /> 7.3 Housing Study Presentation — Maxfield Research Team <br /> Ms. Othoudt stated that the Housing Study presentation will take place at a joint session <br /> with the City Council. She reviewed highlights of the study for the HRA. <br /> Vice Chair Toth questioned why there were not comparisons for the period from 2010— <br /> 2014. Ms. Othoudt stated she will request that Maxfield elaborate more on 2013 and 2014, <br /> in particular. <br /> Commissioner Chuba asked if the data was shared with the school district. Ms. Othoudt <br /> stated that the data used in the study was taken from the City of Elk River,ESRI and <br /> Sherburne County. <br /> Vice Chair Toth stated he would like a distinction between subsidized and nonsubsidized <br /> rental properties. He stated he did think the large subsidized complex at School Street and <br /> Freeport was included in rental property data. Ms. Othoudt stated she would check on that. <br /> Ms. Othoudt stated the HRA will be advised on the date and time of the joint session for <br /> presentation of the Housing Study. <br /> 7.4 Update on the Small Cities Development Program Grant Application <br /> Ms. Othoudt stated that City of Elk River's pre-application for the Small Cities <br /> Development Program (SCDP) was determined to be not competitive.
