At this time, the City of Elk River/Housing and Redevelopment Authority has <br /> received interest from two developers for a redevelopment project in the downtown area. Your interest <br /> comes at an opportune time as the City is completing an implimentable redevelopment plan for the <br /> downtown area. <br /> While the City has not identified specific redevelopment sites and desired uses at this time, components of <br /> the plan will include: <br /> • Utilise the Mississippi River for public/private use <br /> • Maintain the historic character of the core central business district <br /> • Maintain pedestrian-friendly core central business district <br /> • Encourage safe pedestrian and vehicle traffic movement <br /> Enclosed is the draft Market Analysis for Downtown Elk River prepared by Maxfield Research Inc.,which <br /> provides an analysis of conditions and market potential for housing, retail and office development. <br /> Since the Downtown Redevelopment Plan is not yet complete, the HRA in not in a position to make any <br /> formal request-for-proposals or request-for-qualifications at this time. However, the HRA is interested in <br /> discussing the possibilities for redevelopment. In order to evaluate the range of development possibilities, <br /> the HRA is requesting additional information from each developer.
