This discussion is Phase II of a three-phase workplan to establish <br /> a long-term,implementation plan to maintain and encourage the vitality of Elk River's <br /> Downtown. Phase I included a physical inventory and market study of Downtown;Phase <br /> III will be drafting and adopting the Plan. <br /> Attachments <br /> • Conclusions &Recommendations, Maxfield Research Inc. <br /> 2001 Elk River Downtown Market Analysis <br /> • Maps &Assessment Criteria <br /> * Project Area <br /> * Building Condition <br /> * Historic Significance <br /> Project Area <br /> The redevelopment plan project area includes the area north of the railroad tracks to 5``' <br /> Street, south to the Mississippi River and between Morton and Gates Avenues. <br /> Background <br /> Following a joint HRA and City Council central business district worksession, the HRA <br /> authorized staff to complete a downtown redevelopment plan. The purpose of the plan is to <br /> provide direction for redevelopment and new development activities. <br /> In the past 30-years the City and downtown community has participated in at least 6 <br /> 411 planning efforts that resulted in a variety of plans. Three plans specifically addressed the <br /> Riverwalk design features. Two plans proposed overall redevelopment planning and specific <br />
