feedback on whether or nor these goals are consistent and on track with their goals is
needed.

The City Council should want all of its boards/commission to be in line with the overall city
goals. Some of the city boards/ commission want very clear direction from the City Council
in what they should be trying to accomplish, while other city boards/ commission prefer to
be somewhat independent. The feeling sometimes is from boards/commissions that if the
City Council doesn't like their recommendation then it is their discretion to make a decision
that is different than the recommendation. Members of boards and commissions should not
take City Council decisions personally if the Council decides to deviate from the
recommendation and this is a message that staff believes needs to be clearly communication
at this worksession.

Once again, staff has met to discuss this upcoming worksession but has only thought about
a general outline for how the meeting should be conducted. In this regard, staff needs to
hear from the Council on September 13, 2004 on what the expectations are from the City
Council for the outcome of this joint meeting and how the City Council envisions the
meeting being conducted.

S:\Council\Pat\2004\boards and commissions.doc
