This basin was designed to accommodate the runoff from the MISSISSIPPI RIDGE <br /> development. The original two lots along Yale Court NW south of 171st Avenue NW were later <br /> split into the four lots of MISSISSIPPI RIDGE 2ND ADDITION. The original MISSISSIPPI <br /> RIDGE Drainage Summary dated 2/7/2001 indicated a 15 inch storm stub for Lot 2, Block 2 <br /> with plans indicating a 12 inch RCP stub. <br /> From my understanding of the Feasibility Report for Yale Street, Street and Utility <br /> Improvements,prepared for the City of Elk River, MN, dated July 28, 2014,the report indicates <br /> the need for a frontage road which extends southerly into Lot 4 from the Yale Court NW cul-de- <br /> sac. It appears the storm basin south of 170th Ave. NW would be partially filled to construct the <br /> proposed frontage road with a proposed storm sewer to convey overflow stormwater to the <br /> proposed expansion of the basin in the MISSISSIPPI RIDGE plat that is northwest of Lot 4. <br /> Though I have only the Feasibility report and thus no drainage calculations, the expansion of the <br /> basin northwest of the cul-de-sac is probably a direct result of the filling of the basin south of <br /> 170th Ave. NW. Possible avoidance of the subsequent expansion of the existing basin northwest <br /> of the cul-de-sac from the layout in the Feasibility report include the following: <br /> The basin south of 170th Ave.NW serves a large drainage area. Any storage basin <br /> proposed between 167th Ave. NW and 170th Ave. NW and between Yale St.NW and <br /> Highway 10 could mitigate the storage effects of the filling of the basin south of 170th <br /> Ave. NW. <br /> Infiltration basins or trenches could be proposed along the proposed frontage road <br /> corridor. This would be in line with current NPDES requirements.
