Economic Development Authority Minutes Page 2 <br /> November 16,2015 <br /> 6.1 Ethanol Technology Debt Collection <br /> Ms. Othoudt presented the staff report. <br /> Moved by Commissioner Dwyer and seconded by Commissioner Olsen to <br /> proceed with collection of the debt owed by Ethanol Technology of <br /> Minnesota, LLC. Motion carried 6-0. <br /> 6.2 Public Art Whimsical Windmill Update <br /> Ms. Eddy indicated staff has received positive feedback on the Whimsical Windmill <br /> since it was installed in September. <br /> She explained there was some discussion about moving the windmill because of the <br /> inconsistent movement but it was noted Elk River as a whole isn't a great location <br /> for wind power generation. Staff was in contact with the artist who confirmed the <br /> windmill is in perfect working order and reinforced his belief the current location is <br /> the best place to showcase the public art initiative. <br /> 6.3 Directors Report <br /> Ms. Othoudt presented her director's report. <br /> 7. Announcements <br /> There were no announcements. <br /> 8.
