<br />*Item 3. 7 . * <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Rebecca Haug, Environmental Technician <br /> <br />DATE: October 4, 2004 <br /> <br />SUBJECT: MPCA Grant for Administration ofthe NPDES Program <br /> <br />At the August 16, 2004 City Council meeting I asked the City Council to sign a letter of <br />support to enter into a Joint Powers Agreement for the administration of a two-year <br />pilot project to assist the Minnesota Pollution Control Agency (MPCA) in performing <br />construction stormwater management tasks. <br /> <br />The grant application required information about population growth, building trends and <br />special/impaired water resources. It also required a proposal for which model the LGU <br />would put the funding towards. The three models were planning and zoning, <br />compliance and enforcement, and education and assistance. <br /> <br />The MPCA received 24 applications. From those 24 applications, 15 applicants were <br />contacted to be interviewed by the MPCA. The City was chosen to interview for the <br />Planning and Zoning Model. Michele McPherson, Director of Planning and I were <br />interviewed by MPCA staff on Wednesday, September 22, 2004 at the Brainerd MPCA <br />office. Unfortunately, the City was not chosen to receive a grant. <br />
