• City of Elk River MEMORANDUM TO: Housing & Redevelopment Authority FROM: Phil Hals, Street & Parks Superintendent DATE: April 23, 2001 SUBJECT: Downtown Sidewalk Beautification Items Issue The River's Edge Downtown Association and Operation Elk River groups have discussed the need for beautification of the downtown Elk River area. Staff has prepared the following proposal for the HRA's consideration as part of the downtown sidewalk improvement project. Attachments 10 • Map of Downtown Beautification Plan • Photo of proposed tree grate, trash and planter receptacles • Correspondence from River's Edge Downtown Business Association Overview The attached beautification plan is an effort to balance the boulevard trees and planters in a uniform pattern and calls for removal of 31 existing boulevard trees, the replanting of 10 boulevard trees, the addition of 18 planters and 13 trash receptacles. The present boulevard trees that are marked for removal have been so designated for one of following reasons. They have overgrown their location, are blocking building signs, have been damaged or diseased, are the wrong species for the location, or have displaced the sidewalk. To avoid this situation in the future, all replacement trees will be Japanese tree lilacs or a variety of flowering crabapple trees that has a more vertical branch growth habit. This plan was presented to and supported by the River's Edge Committee on April 11,2001. Attached is their letter of commitment for supplying the flowers for the planters. The tree grates will be changed to allow the paver bricks to be placed near the tree trunks. I will have photos available at the HRA meeting to better explain. The electrical outlets will be below grade in a waterproof box, available at each tree location.
