• City of <br /> Elk <br /> River <br /> MEMORANDUM <br /> TO: Housing & Redevelopment Authority <br /> FROM: Phil Hals, Street & Parks Superintendent <br /> DATE: April 23, 2001 <br /> SUBJECT: Downtown Sidewalk Beautification Items <br /> Issue <br /> The River's Edge Downtown Association and Operation Elk River groups have discussed <br /> the need for beautification of the downtown Elk River area. Staff has prepared the <br /> following proposal for the HRA's consideration as part of the downtown sidewalk <br /> improvement project. <br /> Attachments <br /> 10 • Map of Downtown Beautification Plan <br /> • Photo of proposed tree grate, trash and planter receptacles <br /> • Correspondence from River's Edge Downtown Business Association <br /> Overview <br /> The attached beautification plan is an effort to balance the boulevard trees and planters in a <br /> uniform pattern and calls for removal of 31 existing boulevard trees, the replanting of 10 <br /> boulevard trees, the addition of 18 planters and 13 trash receptacles. <br /> The present boulevard trees that are marked for removal have been so designated for one of <br /> following reasons. They have overgrown their location, are blocking building signs, have <br /> been damaged or diseased, are the wrong species for the location, or have displaced the <br /> sidewalk. To avoid this situation in the future, all replacement trees will be Japanese tree <br /> lilacs or a variety of flowering crabapple trees that has a more vertical branch growth habit. <br /> This plan was presented to and supported by the River's Edge Committee on April 11,2001. <br /> Attached is their letter of commitment for supplying the flowers for the planters. <br /> The tree grates will be changed to allow the paver bricks to be placed near the tree trunks. I <br /> will have photos available at the HRA meeting to better explain. The electrical outlets will be <br /> below grade in a waterproof box, available at each tree location. <br /> S <br /> The City Street Department will do the tree planting,installing the tree grates, and <br /> coordinate the electrical outlet installation during the sidewalk construction.
