Background/Discussion During the Open Forum of the January 4, 2016, City Council meeting, Harold and Valerie Williams spoke to the Council about a pedestrian easement located on the west side of their property. They stated that the trail was used regularly when the development was first constructed, but more recently has been used as a smoking refuge for students. They requested the city to either maintain the trail or vacate the easement and allow them to utilize that portion of their yard. In speaking with them after the meeting their preference was to have the city maintain the trail. The easement was included in the original plat to allow movement between the school and the neighborhood to the north. The easement has also been used during sporting events at the school and the athletic fields west of the neighborhood. There is also an opportunity for residents to use the easement to move north and south in the area without the need to walk to Jackson Ave in the east or Proctor Avenue in the west. Staff recommends constructing a bituminous trail to connect the northwest corner of what is today the arena parking lot in the south and 190"' Avenue in the north. The preliminary cost estimate prepared by staff is approximately $15,000, which could be paid for out of the Park Improvement Fund in the 2016 budget. The Parks Maintenance Superintendent is comfortable with the additional maintenance resulting from trail construction. The Parks Department can provide additional information regarding funding and maintenance during the meeting. Financial Impact The approximate cost to construct the bituminous trail is $15,000.
