They stated that <br />the trail was used regularly when the development was first constructed, but more recently has been used <br />as a smoking refuge for students. <br />They requested the city to either maintain the trail or vacate the easement and allow them to utilize that <br />portion of their yard. In speaking with them after the meeting their preference was to have the city <br />maintain the trail. <br />The easement was included in the original plat to allow movement between the school and the <br />neighborhood to the north. The easement has also been used during sporting events at the school and <br />the athletic fields west of the neighborhood. There is also an opportunity for residents to use the <br />easement to move north and south in the area without the need to walk to Jackson Ave in the east or <br />Proctor Avenue in the west. <br />Staff recommends constructing a bituminous trail to connect the northwest corner of what is today the <br />arena parking lot in the south and 190"' Avenue in the north. The preliminary cost estimate prepared by <br />staff is approximately $15,000, which could be paid for out of the Park Improvement Fund in the 2016 <br />budget. <br />The Parks Maintenance Superintendent is comfortable with the additional maintenance resulting from <br />trail construction.
