Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called <br />to order at 5:33 p.m. by Acting Mayor Motin. <br /> <br />2. Request by City of Elk River for Ordinance Amendment to Land Use Regulations <br />Reg.arding Signs - Sections 30-866 30-991 (RIa District) 30-1562 (AI District) and 30-1565 <br />(AR District) Public Hearin,,-CaJe No. OA 04-02 <br /> <br />Director of Planning Michele McPherson reviewed the staff report submitted by Planner <br />Leeseberg. She indicated that the ordinance amendment was comprised of three sections: <br />1) to allow more than one area identification sign for neighborhood subdivisions or <br />developments; 2) to allow additional signage for permitted non-residential uses such as <br />churches, synagogues, and schools on zoning lots in excess of 1,000 linear feet of combined <br />street frontage; and 3) house keeping items relating to language consistency and reference to <br />exact dollar amounts for temporary sign permit deposits. <br /> <br />Ms. McPherson stated that the Planning Commission had reviewed this item at their <br />meeting of August 24, 2004, and indicated that the Commission would like to see minimum <br />aesthetic standards for area identification signs; specifically, to require the use of masonry <br />products. The Planning Commission voted 4-2 to recommend approval of the ordinance to <br />the City Council. The discussion regarding sign materials and aesthetics will be considered <br />by the Planning Commission at their workshop in October. <br /> <br />Acting Mayor Motin opened the public hearing. There being no one to speak to this issue, <br />Acting Mayor Motin closed the public hearing. <br /> <br />Councilmember Kuester questioned if the reference to 30-1 in Section 30-851 referenced <br />aesthetics. Ms. McPherson stated no. Acting Mayor Morin noted a typo in the revised <br />language. Acting Mayor Motin also questioned if there was the possibility that there would <br />be three arterial or collector roads adjacent to a neighborhood and if so, was there an issue <br />with three area identification signs. The consensus of the Council was that no, three signs <br />would not pose an issue. <br /> <br />MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY <br />COUNCILMEMBER KUESTER TO ADOPT ORDINANCE 04-13 AMENDING <br />SECTIONS 30-866, 30-991, 30-992, 30-993 AND 30-994 OF THE CITY CODE <br />RELATING TO SIGNS, CASE NO. OA 04-02. MOTION CARRIED 3-0. <br />
