SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE CITY OF ELK RIVER MONDAY, AUGUST 25, 2004 Members Present: Acting Mayor Motin, Councilinembers Kuester and Dietz Members Absent: Mayor Klinzing, Councilmember Tveite Staff Present: City Administrator Pat Klaers and Director of Planning Michele McPherson I. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 5:33 p.m. by Acting Mayor Motin. 2. Request by City of Elk River for Ordinance Amendment to Land Use Regulations Reg.arding Signs - Sections 30-866 30-991 (RIa District) 30-1562 (AI District) and 30-1565 (AR District) Public Hearin,,-CaJe No. OA 04-02 Director of Planning Michele McPherson reviewed the staff report submitted by Planner Leeseberg. She indicated that the ordinance amendment was comprised of three sections: 1) to allow more than one area identification sign for neighborhood subdivisions or developments; 2) to allow additional signage for permitted non-residential uses such as churches, synagogues, and schools on zoning lots in excess of 1,000 linear feet of combined street frontage; and 3) house keeping items relating to language consistency and reference to exact dollar amounts for temporary sign permit deposits. Ms. McPherson stated that the Planning Commission had reviewed this item at their meeting of August 24, 2004, and indicated that the Commission would like to see minimum aesthetic standards for area identification signs; specifically, to require the use of masonry products. The Planning Commission voted 4-2 to recommend approval of the ordinance to the City Council. The discussion regarding sign materials and aesthetics will be considered by the Planning Commission at their workshop in October. Acting Mayor Motin opened the public hearing. There being no one to speak to this issue, Acting Mayor Motin closed the public hearing. Councilmember Kuester questioned if the reference to 30-1 in Section 30-851 referenced aesthetics. Ms. McPherson stated no. Acting Mayor Morin noted a typo in the revised language. Acting Mayor Motin also questioned if there was the possibility that there would be three arterial or collector roads adjacent to a neighborhood and if so, was there an issue with three area identification signs. The consensus of the Council was that no, three signs would not pose an issue. MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY COUNCILMEMBER KUESTER TO ADOPT ORDINANCE 04-13 AMENDING SECTIONS 30-866, 30-991, 30-992, 30-993 AND 30-994 OF THE CITY CODE RELATING TO SIGNS, CASE NO. OA 04-02. MOTION CARRIED 3-0.
