responsible for the preliminary design,to obtain a contract for final design including a time table so the Council may consider and act upon it if acceptable. 6. Sanitary Sewer Study Mayor Madsen indicated that he felt that a public hearing should be conducted as the first step in the process for considering whether or not a sanitary sewer interceptor should be built. The Mayor indicated that he wished to know which areas of the City wished to have sanitary sewer extended to service them and which areas did not wish to have sanitary sewer available. The City Council concensus was to support the Mayor's idea of conducting a public hearing as the first step and to have this public hearing on October 29, 1979, at 7130 p.m. at the Elk River Senior High School. City Council indicated that the area to be notified of the informational meeting should be as broad as possible so that all individuals who could potentially be serviced by such a sewer would be able to attend the meeting. 7. 1980 Budget The City Council reviewed the 1980 budget request for the Municipal Library, Jan Marsh, the head librarian, indicated that $300 in the professional and consulting line item was for programming in the Library. Councilmembers indi- cated that approximately $200 has been deleted the Recreation Board budget that had been requested for the Library and, as such, Councilmembers suggested adding $100 to line item 3000, professional and consulting services, to offset the reduction in the Recreation Board budget. No further action in the 1980 budget was taken by the City Council. 8. Peterson Addition Improvement Mayor Madsen informed the City Council that in discussions with the Burlington Northern Railroad regarding the crossing to service the Peterson Addition the railroad had indicated that their position of allowing only one crossing and requiring the City to pay an annual maintenance charge for the crossing was very firm. The City Administrator informed the Council that Mr. Wally Ohland had indicated that he was going to attempt to keep the private crossing at the Peterson Addition open for his individual use and, as such, he opposed paying for blacktopped street or having the road extended out to service his drive,WV. The Administrator suggested to the Council that the project proceed as ordered and that the approximately 600 feet of roadway required to enable Mr. Ohland to have access to the bl.acktopped portion of the Peterson Addition not be improved at this point. The Administrator indicated that Mr. Ohland would then not have to be assessed for the project and that if he wished to use the existing right-of-way or needed to use the existing right-of-way for access he could do so with a minimal amount of improvements. The Council concensus was to not install blacktop for the approximately 600 feet from Mr. Ohland's home to the proposed Ogden Street in the Peterson Addition and to take necessary actions as required to service Mr. Ohland's home with a public roadway. It was also the Council concensus to approve of the terms and con- ditions found within the rail crossing agreement with the Burlington Northern Railroad and to allow the City Administrator to proceed with implementing that agreement. 9. Belgin Acres Preliminary Plat Mr. Jim Klein was present representing the developer, Mr. Charles Christian, and breifly reviewed the plat for the members of the City Council.
