REGULAR SEMI—MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br />August 16, 1976 at 7:30 FM. <br />Dmernbers present Mayor Lundberg, Councilmembers Konop, Syring, and Otto. <br />The minutes of the August 2, 1976 meeting were reviewed as their were no additions or <br />corrections the minutes were approved as printed. <br />Rex Oetinger met with the Council regarding the Chip Martin building application. Rex <br />stated that when Mr. Martin puts in hard surfacing on his lot then he will be able to <br />properly mark his parking spaces as per his plot plan. <br />Moved by Councilmember Syring and seconded by Councilmember Otto authorizing Bldg. k Zoning <br />Inspector Rex Oetinger to issue the various requirements as to the utilities and parking <br />spaces as shown on the plot planand further stating that the entire area plotted is for <br />one building site only and cannot be subdivided. Motion unanimously carried by a vote <br />of Lr0. <br />Mayor Lundberg reviewed the letter from the Minnesota Highway Department regarding the <br />cross over removals and turn lanes. <br />Council also reviewed the proposed agreement from the Corps of Engineers regarding the <br />Rip—Rapping of the river bank. Mayor Lundberg stated that he will refer this matter <br />',,on to our City Engineering firm for their review and comments. <br />/8:01 PM. Mayor Lundberg declared the reopening of the public hearing on the boat landing <br />open. Approximately 42 citizens were in attendance for the hearing. Mayor Lundberg <br />requested that each group appoint a spokesman to present their individual group. <br />Group No. 1. Those wanting the new boat landing closed and old reopened. <br />I. New landing promotes 1 g Fr greater use of the lake. <br />II. New landing is not adequately functional. <br />III. Hwy. #10 creates a traffic hazard because of the non—existants of turn lanes <br />and the 55 Mile per hour speed limit. <br />Group No. 2. Those wanting the new boat landing to remain open and leaving the old <br />landing closed. <br />_ I. 0ld landing with added traffic would cause a hazard for the bike lane. <br />II. Main Street parking congestion. <br />One other comment made as a possible compromise was to open both landingses boat launching <br />areas. <br />The follwing are comments by the City Council. <br />Mayor Lundberg stated that a boat landing should not be located in a residential area but <br />rather should be in a park area. As far as the traffic hazard the City could request <br />turn lanes from the Hwy. Dept, <br />Councilmember Konop stated that if the new landing is not accessable then we should keep <br />.the old landing open until the new one can be repaired. <br />
