REGULAR SE14I490NTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HEEL IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br />July 7, 1975 at 7:30 P.M. <br />Members present Mayor Lundberg, Councilmembers Konop, Hudson, Syring and Otto. <br />The regular minutes of the June 16, 1975 meeting were reviewed as there were no additions <br />or corrections the minutes stand approved as printed. The special minutes of the June 23, <br />1975 meeting were reviewed as there were no additions or corrections the minutes stand app- <br />roved as printed. <br />MiloPierson owner of Milo's Main Tap met with the Council regarding the re-newal of his <br />Set Up License. He was informed thatChief of Police Zerwas has refused to sign the <br />application because of many problems that have occured in his establishment. Joe Zerwas <br />was asked to confer with Mr. Pierson on these various problems to see if somethingeould <br />concluded oneway or the other. <br />Moved by Ccuncilmember Konop and seconded by Councilmember Otto approving and granting <br />the renewal of a on and off sale, non -intoxicating beer license to Elroy Cornelius for <br />Crossroads Cafe. Motion unanimously carried by a vote of 5-0' <br />Moved by Councilmember Syring and seconded by Councilmember Hudson approving the $150.00 <br />musical entertainment request of the Sherburne County Fair Board to be drawn from the <br />Music Fund Account. Motion unanimously carried by a vote of 5-0. <br />8:06 PM. Mayor Lundberg declared the public hearing on the proposed 1975 Street Improvements <br />Lyle Swanson, City Engineer conducted the hearing. Russell Olson, Don Britt and others <br />residents of 6th Street were inattendance all residents inattendance objected to the <br />60 proposed improvements because it was felt that the reason the road was deteriorating was <br />due to the large trucks and school buses that use the road, therefore they felt that they <br />couldn't justify paying for a street improvement that was benefiting others and not the <br />abutting property owners. <br />Moved by Councilmember Hudson and seconded by Councilmember Syring to remove the proposed <br />improvements for a bituminous overlay on 6th Street k Quinn Ave, to Hwy 10 from the 1975 <br />Street Improvements. Motion unanimously carried by a vote of 5-0. <br />Moved by Councilmember Syring and seconded by Councilmember Hudson calling for the ordering <br />of the plans and specifications for the 1975 Street Improvements for the July 21st 1975 <br />meeting. Motion unanimously carried by a vote of 5-0. <br />Moved by Councilmember Hudson and seconded by Cauncilmember Otto setting July 28, 1975 at <br />11:00 AM. as a Special Meeting for the pupose of accepting and awarding the bids for the <br />75' Street Improvements. Motion unanimously carried by a vote of 5-0. <br />Moved by Councilmember Hudson and seconded by Councilmember Otto calling for an engineering <br />report for a storm sewer at 4th and Norfolk. Motion unanimously carried by a vote of 5-0. <br />9:10 PM. the public hearing on 1975 Street Improvements closed. <br />9:12 PM. Mayor Lundberg declared the Public Hearing on the Vacating of York Ave. (boat land- <br />ing) open. <br />Several residents were inattendance. Two petitions were submitted one for and one against. <br />After a lengthly discussion the hearing was adjourned until the 2nd meeting in August 18, <br />1975 at S:OO PM. inorder to slow time to consult with the Park Board to see what there plans <br />are for fixing the new boat landing. <br />Moved by Councilmember Hudson and seconded by Councilmember Konop approving the Set -Up Lice- <br />nse for Milos Main Tap subject to the final approval of Chief Zerwas.
