The proposed <br />project includes grinding the existing bituminous into gravel, reshaping the material, and paving a <br />new surface. The project will also replace existing bituminous curb to maintain drainage patterns. <br />The project will be funded from the dedicated franchise fees you are paying on your gas and electric <br />bills. No private property assessments for streets improvements are being considered. <br />Prior to preparing plans, we would like to gauge your interest in having public sanitary sewer and <br />water service extended through your neighborhood. The resurfaced road is expected to have a <br />service life of 25 -years so you will want to consider the condition of your private systems as well as <br />the costs to and ability to upgrade before we make an investment in the roadway. <br />The estimated cost for public service installation and connection is $30,000 to $35,000 per home, <br />including mainline and service pipes, connections, and associated connection fees. All of these costs <br />would qualify for a property assessment through a program offered by the city. By law, if public <br />utilities are available, connection is required at time of property sale or when a well or septic system <br />fails, whichever comes fust. <br />If the public sewer and water systems are not installed with this project but are petitioned for before <br />the roadway surface is scheduled for future reconstruction, the costs of all street repairs associated <br />with the installation of the utility lines will become assessable. <br />Please email your position on the installation of sewer and water to jfemriteQElkRiverMN.gov. <br />The email should contain your name, address and position to the following questions: <br />Do you support a street resurfacing project without installation of city sewer and water? <br />(No assessment) <br />Or: <br />Do you support installing city sewer and water, as part of the street resurfacing project? <br />(Estimated assessment of $17,000 now and; $13,000 to $18,000 at time of connection) <br />Please reply by July 31, 2014.
