Mayor Dietz to open and close the public hearing. <br />2. Adopt by motion the 2016 master fee schedule ordinance. <br />3. Adopt,by motion, the resolution for summary publication of the ordinance (4/5 vote required). <br />Background/Discussion <br />Annually, the Council reviews proposed fees for the upcoming year. Proposed changes are noted in red <br />in the attached fee schedule. Items to not include: <br />Microdistillery Off-Sale (pg 1). This fee is for a new liquor license type approved by Council in <br />September. <br />Floodplain Permit and Signage Fees (pg 3). This permit is required by city ordinance 30-1892. The <br />fee covers the cost of staff time for initial field review, paperwork review, and final inspection reviews. <br />Additional post site visits for regulatory consistency may be required in subsequent years. <br />Wetland Buffer Signage. Wetland Buffer signs are required per city ordinance 30-1852. In order to <br />create consistent signage, the signs will be available for at-cost sale to residents and developers. Optional <br />installation fees are also outlined. <br />Sanitary Sewer User Fee and Sewer Access Charge (pg 6). Council approved these fees when the <br />2016 budget was adopted on December 7. <br />Surface Water Management Impact Fee (pg 7). Increases 3% annually per Council Resolution 94- <br />110. Council approved these fees when the 2016 budget was adopted. <br />Elk River Municipal Utility (ERMU) Fees. The ERMU Commission adopted their fees in October. <br />The city attorney recommends these fees be listed as part of the city's master fee schedule. Changes made <br />are highlighted in yellow. <br />Financial Impact <br />Fees are ad)usted to cover the cost of providing services to customers.
