<br />Request for Action <br /> <br /> <br />To <br />Mayor and City Council <br />Item Number <br />4.14 <br />Agenda Section <br />Consent <br />Meeting Date <br />December 21, 2015 <br />Prepared by <br />Lauren Wipper, Human Resource Representative <br />Item Description <br />2016 Compensation Plan for Non-Organized <br />Employees <br />Reviewed by <br />Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Approve, by motion, the attached resolution adopting the 2016 Compensation Plan for Non-Organized <br />Employees. <br /> <br />Background/Discussion <br />Changes to the 2016 Compensation Plan for Non-Organized Employees are as follows: <br /> Increase to the Minnesota state minimum wage. On August 1, 2016, minimum wage will increase <br />to $9.50 per hour. Some of our seasonal/part-time positions are currently paid below that rate <br />and will increase to $9.50 per hour. <br /> Two percent pay increase – This is included in the 2016 budget and is reflected in item number <br />one and the Pay Plan on the final page of the document. It is also reflected in the pay for Paid <br />On-Call Firefighters, Part-time Cablecaster, Police Reserves, and Part-time Liquor Store Clerk. <br /> The Flexible Benefits Plan contribution was approved on consent at the October 19, 2015, <br />Council meeting. <br /> We have made slight increases to the starting pay for the Recreation positions as well as our <br />seasonal parks and streets positions. When recruiting last year, we found that we had trouble <br />finding qualified candidates and feel the starting wage was a factor. A survey was done of similar <br />position to help determine pay rates. <br /> We added the Seasonal Wastewater Laborer position which we have had for the past several <br />years. We’ve paid this position the same as the Seasonal Street and Park Laborer positions. <br /> Pay for Hockey Pro and Skating Instructor One have been adjusted slightly. <br /> Last year we hired employees on an as-needed basis to work at the Activity Center when our <br />other two staff members need to be out of the office. We are now adding this position to the <br />Comp Plan. The Building Supervisor employees have been considered Program Supervisors in <br />the past. This new category better identifies the actual duties of this position. <br /> The item allowing employees to take Recreation Department adult wellness programs at fifty <br />percent of the cost has been removed because we don’t offer adult wellness programs any more. <br /> <br />Financial Impact <br />All of the compensation plan costs are accounted for in the Council-approved 2016 budgets. <br /> <br />Attachments <br /> Resolution <br /> 2016 Compensation Plan for Non-Organized Employees
