xiii. Does the redevelopment proposal contain any unusual, unconventional, or risky <br /> development or financing conditions? <br /> xiv. What is the estimated impact of the redevelopment proposal on City budgets and <br /> revenue collections? <br /> xv. Is the redevelopment proposal a significant national, state, regional or City <br /> development project? <br /> xvi. Does the redevelopment proposal provide significant opportunities for public <br /> facilities, economic development, affordable housing, historic preservation or <br /> transit-oriented development? <br /> xvii. To what extent will the redevelopment proposal provide needed facilities, services <br /> and job opportunities to the City's low-income and minority communities and <br /> residents? <br /> xviii. Does the purchaser have any conflict of interest? <br /> e. Formalizing Staff Evaluation <br /> After completing their review and evaluation of a redevelopment proposal and offer, CPED <br /> Staff shall determine whether or not to recommend the redevelopment proposal for City <br /> Council approval. <br /> i. If a redevelopment proposal is not recommended, CPED Staff shall inform the <br /> Purchaser in writing and give the basis for not recommending the redevelopment <br /> proposal. <br /> ii. If a redevelopment proposal is to be recommended for City Council approval, <br /> CPED Staff shall prepare a preliminary report, submit the preliminary report for <br /> neighborhood review, submit elevations and site plans to the City's planning and <br /> zoning divisions for review and comment and prepare a final report for Council <br /> action. <br /> A. Preliminary Report. If a redevelopment proposal is to be recommended for <br /> City Council action, CPED Staff shall prepare a preliminary report <br /> describing the redevelopment proposal and offer(the "Preliminary Report"). <br /> The Preliminary Report shall include as much of the following information <br /> that is known and eligible for dissemination under the Data Privacy Act: (i) <br /> a description of the redevelopment proposal and offer to be recommended <br /> for City Council approval; (ii) the identity of the Purchaser and their <br /> qualifications and experience; (iii) CPED Staff findings and determinations <br /> regarding the review and evaluation criteria; (iv)the Purchase Price and <br /> any credits and Writedowns, including amounts and how they were <br /> determined; (v)the type and amount of any public subsidy or other public <br /> assistance requested by Purchaser; and (vi) a summary of any other <br /> competing redevelopment proposals and the basis for CPED Staff not <br /> recommending the proposal. The Preliminary Report shall be submitted for <br /> neighborhood review as required by City policy, state or federal laws or <br /> grant requirements. <br /> If multiple proposals have been received and are under consideration, such <br /> as but not limited to a Request for Proposal (RFP) process, the above <br /> information should be prepared for each proposal and included in the <br /> Updated as of 10/6/04 11 <br />
