<br />On behalf of JLGsport, I am pleased to submit this proposal for the feasibility study for the Elk River Multi -Purpose Community Cen-
<br />ter. JLG's feasibility study will complement the the 2014 Parks & Recreation Master Plan and decades of hard work by the Elk River
<br />Parks and Recreation Commission, City Council, and City Staff - and will pave the way to a single solution or a series of phased
<br />solutions that will transform the way the community and visitors engage, connect, and grow. JLG's feasibility study will result in:
<br />A Multi -Purpose Center (or Centers) that will be all things to all people. JLG is one of the largest and most awarded
<br />recreation and arena -focused architecture firms in the region. With nearly $113 in community rec centers in planning, de-
<br />sign, and construction right now, JLG recently opened the doors to the Williston Area Recreation Center: the biggest Park
<br />District -run multi-purpose facility in the country. The WARC was a result of a JLG-led facility assessment and resulted in a
<br />5 -acre fitness and wellness center with spaces for seniors, teens, budding chefs (in a commercial teaching kitchen) and the
<br />community -at -large, including partnerships with Williston State College and other groups. The WARC is so popular - it
<br />averages 1,200 visitors a day - that the Park District has already paid down nearly $20M of their 20 -year bond and are
<br />expected to retire the bond years early.
<br />Lowered operations costs, increased revenues. There is little more important to a community than financial solvency.
<br />JLG's team includes Ballard'King (financial consultant), Stevens Engineering (ice experts), and John Staley (partnership con-
<br />sultant) who will work closely with our engineering and ice consultants to understand and communicate your current opera-
<br />tions and renovation costs and comparative competition costs and provide solutions to dramatically lower your long-term
<br />operations and maintenance costs and create partnerships and other income generation opportunities.
<br />We know you know Ballard'King and Stevens Engineering - let me introduce you to John Staley. While with the Grand Forks Park
<br />District, John worked with over 100 public and private entities to develop and fund a new $28 million health and fitness center,
<br />along with a variety of other community programs, and knows how to identify relationships that will return dollars year after year.
<br />Community buy -In, The greatest of plans will go unbuilt without backing from the community and user groups. JLG's
<br />Michelle Mongeon Allen has first-hand experience gaining buy -in from the Elk River community, having hosted a number
<br />of public forums to create a downtown master plan which ultimately led to the construction of the Jackson Place and Bluff
<br />Block buildings, in addition to other improvements. Michelle will be supported by Studio Five Architects, one of the archi-
<br />tecture firms working on the Minnesota Vikings Stadium, who will work with your Steering Committee, City staff, and other
<br />user groups to generate a plan everyone can get behind.
<br />Design for Life. As noted in your 2014 Master Plan, the Center, or Centers, will be a Place for the People. It will support
<br />community health, provide connections, build community, and develop families. It will be accessible and attractive to all
<br />ages and interest levels, and will provide a home -away -from -home that will make the Parks and Recreation Commission, the
<br />City Council, and residents proud. Studio Five Architects is currently designing an Aquatics Center addition to the Phillips
<br />Community Center, after an extensive community engagement process with the City of Minneapolis, the Minneapolis Park
<br />and Recreation Board, business partners, and the diverse neighborhood it serves.
