Components <br />of the services, at a minimum, will include: <br />Phase One: Inventory, Programming, Developing Design Concepts and Funding Strategies <br />Phase One will involve an assessment and inventory of current facilities. It will also involve the <br />development of alternative design concepts for the development of a new multipurpose/multi- <br />generational Community Center facility. The size of the facility will need to be examined, as well as <br />physical, economic and management constraints to be evaluated. Specific tasks should include: <br />■ Meet with the Project Steering Committee and develop an outline of critical issues, concerns, and <br />objectives for the project. <br />■ Review existing data from user groups of the Elk River Ice Arena. <br />■ Develop an outline of potential programs, amenities, and other considerations that are desired for <br />a new multipurpose Community Center. Prepare a needs assessment and program development <br />report, including the results of a market analysis, outlining the possible programs, and facilities that <br />should be considered for the Community Center. <br />■ Develop an assessment of local and regional banquet rental facility space and provide opinion as to <br />whether or not banquet facility space should be considered as part of the Community Center. <br />■ Develop an inventory and programming analysis report and translate the amount of space and <br />square footage needed and any special amenities needed to be part of the Community Center. <br />Provide a review of three alternate sites to verify or oppose recommended preferred site; conduct a <br />field review of the preferred site near the Elk River High School and identify building location for <br />the Community Center. Prepare a memo summarizing existing conditions of alternative sites, <br />physical and regulator opportunities, and constraints on development. <br />■ Develop a capital investment funding strategy/plan. Identify types of partners and their ability to <br />obtain funds based on the type of institution. <br />■ Prepare and estimate of likely operating costs and revenues. Identify significant differences in cost <br />between alternative concepts. Prepare an analysis of the relative strengths and weaknesses for each <br />alternative. <br />■ Present findings to the Steering Committee, City staff, and at least one City Council meeting. <br />Using comments obtained from presentations, summarize findings, and identify conclusions. Meet <br />with the Parks and Recreation staff and establish the approach for Phase Two. <br />Phase Two: Recommendations and Final Report <br />Phase Two will involve the preparation of a plan that describes the preferred size, location, and type of <br />facility that is proposed. The work will include an analysis of the development strategy and financial <br />considerations. A project feasibility assessment, including operational impacts and considerations will be <br />included in this phase. Specific tasks should include: <br />■ Develop site plans, facility outlines, and other descriptive test and illustrations that describe the <br />preferred concept for the Community Center. <br />■ Provide an estimate of anticipated construction costs and total project cost for the project. <br />■ Describe the management and programming structure of the new center. Describe the <br />recommended site location anticipate operating costs, program costs, and potential revenue. <br />November 14, 2015 <br />
