Plans and Specifications <br />Community Center Feasibility Plan <br />-------------------------- <br />■ Upgrade bathroom facilities <br />Page 4 of 11 <br />Due to the limited space the arena facility does not have many of the amenities that neighboring arenas <br />support, creating a disadvantage for rentals, including: <br />■ Lack of off -ice training space <br />■ No banquet room <br />■ No meeting rooms <br />■ Small, congested lobby <br />■ Storage space <br />■ Office space <br />Activity Center (55+) <br />Serving area senior citizens, the center was built in the early 1970's to serve as the public library. In 2007 a <br />new library was constructed and the former facility was utilized as a 55+ Activity Center. The facility <br />offers programs and activities for those 55+ including fitness classes, educational programs, arts and crafts, <br />billiards, coffee, computer stations, playing cards, and trips. The average daily attendance at the Activity <br />Center is 110 persons. <br />The current building size is about 11,000 square feet. It has one room that can be closed off and the rest <br />of the building is an open area which is divided with using shelving units left by the library. The shelving <br />divides the back area into a fitness area and a billiards area, with 2 billiards tables. The rest of the main area <br />open space consists of a card playing area, coffee shop, computer stations, and lounge areas. The front <br />desk area and office space accommodates a fulltime staff of three. Additionally, the Sherburne County <br />RSVP coordinator uses a back office and fitness instructors use a second office in the back of the building <br />where the fitness area is located. <br />Two individual -style restrooms are located in the front lobby of the building. Their location close to the <br />front entrance can be problematic or unsightly at times. <br />The parking lot has 25 spaces and 4 handicap parking spots. There is some curb parking along the street <br />that is used often due to the lack of parking spaces. <br />Due to the age of the building, several capital improvements are needed for the facility including: <br />■ HVAC <br />■ Carpet replacement <br />■ Restrooms — plumbing, fixtures and ADA compliance <br />■ Roof replacement/major repairs <br />■ Electrical upgrades <br />Designed as a library, there are several programming issues constraining the current use: <br />■ Insufficient parking <br />■ Insufficient number, size, and type of restrooms <br />■ Poor restroom location and fixture upgrades needed <br />■ Undersized fitness area - sound system, storage, proper flooring <br />■ No segregated activity areas (cards, fitness, billiards) — noise conflicts <br />■ Community room — limited seating of 50 using chairs only, or 32 with tables <br />November 14, 2015 <br />
