Plans and Specifications
Community Center Feasibility Plan
--------------------------
■ Upgrade bathroom facilities
Due to the limited space the arena facility does not have many of the amenities that neighboring arenas
support, creating a disadvantage for rentals, including:
■ Lack of off -ice training space
■ No banquet room
■ No meeting rooms
■ Small, congested lobby
■ Storage space
■ Office space
Activity Center (55+)
Serving area senior citizens, the center was built in the early 1970's to serve as the public library. In 2007 a
new library was constructed and the former facility was utilized as a 55+ Activity Center. The facility
offers programs and activities for those 55+ including fitness classes, educational programs, arts and crafts,
billiards, coffee, computer stations, playing cards, and trips. The average daily attendance at the Activity
Center is 110 persons.
The current building size is about 11,000 square feet. It has one room that can be closed off and the rest
of the building is an open area which is divided with using shelving units left by the library. The shelving
divides the back area into a fitness area and a billiards area, with 2 billiards tables. The rest of the main area
open space consists of a card playing area, coffee shop, computer stations, and lounge areas. The front
desk area and office space accommodates a fulltime staff of three. Additionally, the Sherburne County
RSVP coordinator uses a back office and fitness instructors use a second office in the back of the building
where the fitness area is located.
Two individual -style restrooms are located in the front lobby of the building. Their location close to the
front entrance can be problematic or unsightly at times.
The parking lot has 25 spaces and 4 handicap parking spots. There is some curb parking along the street
that is used often due to the lack of parking spaces.
Due to the age of the building, several capital improvements are needed for the facility including:
■ HVAC
■ Carpet replacement
■ Restrooms — plumbing, fixtures and ADA compliance
■ Roof replacement/major repairs
■ Electrical upgrades
Designed as a library, there are several programming issues constraining the current use:
■ Insufficient parking
■ Insufficient number, size, and type of restrooms
■ Poor restroom location and fixture upgrades needed
■ Undersized fitness area - sound system, storage, proper flooring
■ No segregated activity areas (cards, fitness, billiards) — noise conflicts
■ Community room — limited seating of 50 using chairs only, or 32 with tables
November 14, 2015
