Plans and Specifications <br />Community Center Feasibility Plan <br />-------------------------- <br />Project Overview <br />Page 2 of 11 <br />The intent of this request is to obtain the services of a design firm, hereinafter referred to as the <br />"Consultant" to perform consultant services for the City of Elk River, Minnesota, hereinafter referred to <br />as the "City." Services of a multi -disciplinary team with recreation facility design, landscaping, and <br />construction plan experience is required to assist staff preparing plans for the elements outlined in this <br />proposal. <br />The City is seeking a qualified Consultant to provide conceptual design, site assessment, cost estimation <br />and community engagement facilitation services for the development of community space, a senior activity <br />center, and ice arena within a multipurpose community center concept in the City of Elk River. <br />The Consultant shall have a proven track record of developing successful feasibility studies, market <br />assessments, and program development documents in order to influence the design and construction of a <br />multipurpose community center. <br />The feasibility study shall explain the type, size, programs, costs, and strategic relationships required to <br />potentially construct a multi -generational, multipurpose community center to include senior activity space, <br />a two -sheet ice arena, and meeting/activity room space for up to 400 occupants. <br />This project will be known as the: Multipurpose Community Center Feasibility Plan <br />The City requires the skills and competencies of a professional planning and design team to include the <br />following expertise: <br />Community Center Design: The team must include an individual and/or firm with expertise in <br />the planning, program development, design, needs assessments, and feasibility studies associated <br />with community centers and ice arenas. <br />Project Business and Financial Analysis: The team must include individuals and/or firm with <br />expertise in construction cost estimating, forecasting of operating and maintenance expenses, <br />marketing analysis, and an understanding of government general fund and enterprise government <br />funding. <br />■ Partnership Development: In addition, the team must have an expertise in the development of <br />partnership relationships that can be associated with community centers, ice arenas, and types of <br />partnership agreements. <br />Section 2: Background <br />City Profile <br />The City of Elk River is the county seat of Sherburne County, Minnesota located about 34 miles northwest <br />of Minneapolis. It is situated at the confluence of the Mississippi and Elk Rivers. The 2015 population is <br />approximately 24,000. <br />With 44 parks and recreation facilities and over 1,000 acres of parkland, the City has a strong commitment <br />to parks and recreation for residents and visitors alike. The Great Northern Trail passes from north to <br />south through the city and the Mississippi River Trail - which connects Lake Itasca to the Gulf Coast - <br />runs through Elk River. Residents also have access to some of the best cross country skiing and mountain <br />biking trails in the Minneapolis -St. Paul metropolitan area. <br />November 14, 2015 <br />
