City of <br />Elk — <br />River <br />Request for Action <br />To <br />Item Number <br />Mayor and City Council <br />8.6 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />General Business <br />December 7, 2015 <br />Michael Hecker, Parks and Recreation Director <br />Item Description <br />Reviewed by <br />Hire Consultant to Complete Multipurpose <br />Tim Simon, Finance Director <br />Reviewed by <br />Community Center Feasibility Plan <br />Cal Portner, City Administrator <br />Action Requested <br />Approve, by motion, the Agreement for Professional Services to hire JLG Architects to complete the <br />Multipurpose Community Center Feasibility Plan. <br />Background/Discussion <br />The recently -adopted Parks and Recreation Master Plan recommends a comprehensive recreation <br />facilities study to evaluate the Activity Center (55+), the Ice Arena, and Lions Park to determine if they <br />should be renovated, replaced or consolidated into a centrally -located facility. <br />A Request for Proposal (RFP) was drafted and advertised for a Multipurpose Community Center <br />Feasibility Plan to describe the type, size, programs and costs to potentially construct a multi -generational, <br />multipurpose community center to include senior activity space, a two -sheet ice arena, and meeting / <br />activity room space for up to 400 occupants. Staff felt <br />that JLG had a strong project team experience with their depth of experience in developing feasibility <br />studies for multipurpose and multi -generational community centers. <br />Following approval, a kick-off meeting will be scheduled with a task force committee to be approved by <br />City Council. <br />Financial Impact <br />On November 2, 2015, the Council reviewed the draft Capital Improvement Plan (CIP) 2016-2020 for <br />the Government Building Fund and it included $75,000 in 2016 for the recreation facility study. Since the <br />amount recommended is $50,000, the final CIP document, which will be approved on December 21, will <br />be lowered to reflect the updated cost. <br />P a w E R E U 6 Y <br />NaA f RE] <br />
