Project Overview <br />The intent of this request is to obtain the services of a design firm, hereinafter referred to as the <br />"Consultant" to perform consultant services for the City of Elk River, Minnesota, hereinafter referred to as <br />the "City." Services of a multi -disciplinary team with skate park design, landscaping, and construction plan <br />experience is required to assist staff preparing plans for the elements outlined in this proposal. Anticipated <br />disciplines should include landscape architecture and structural engineering. The city is seeking proposals <br />for a Consultant to fully design a concrete skate park at "Orono" Park. <br />Section 2 Project Description <br />The Consultant services to be performed are for engineering and landscape design services for the <br />following: <br />1. Site plans for the Orono skate park. <br />2. Plans, specifications, and construction documents for the Orono skate park. <br />3. Construction cost estimates for the Orono skate park. <br />Orono Park Skate Park Description <br />Orono Park is located at 18599 Gary Street in Elk River, Minnesota. The park is 28 acres in size and is <br />adjacent to the west shore of Lake Orono south of Highway 10. An area on the north side of the park has <br />been allocated for the skate park (see attachment 1). Orono has been designated as a signature park of the <br />Elk River system, and offers the following amenities: <br />■ Boat Landing <br />■ Fishing Pier <br />■ Off Leash Dog Park <br />■ Open Play Area <br />■ Park Shelters <br />■ Parking <br />■ Picnic Area <br />■ Picnic Tables <br />■ Destination Playground <br />■ Scenic Views <br />■ Softball <br />■ Swimming Beach <br />■ Trails - Paved <br />■ Sand Volleyball <br />■ WiFi <br />Orono is also in close proximity to the Elk River YMCA, Dave Anderson Athletic Complex, Sherburne County <br />Fairgrounds, Elk River Library, and the Elk River civic complex which includes city hall, fire department and police <br />department. <br />The original Elk River skate park was located at Lion John Weicht Park and was constructed in 2004. The park <br />incorporated modular skating features resting on a concrete pad. The modular skating features were removed in <br />2013 due to ongoing maintenance issues and liability concerns. <br />In 2013 the Elk River Parks and Recreation Commission formed a skate park committee comprised of members <br />from Parks and Recreation staff, the Parks and Recreation Commission, and interested community members. The <br />primary input that came from the users was a park that has an emphasis on good "flow" and is composed of <br />concrete for durability and a quality riding surface. Also recommended by the users was to relocate the skate park <br />to Orono, which was also recommended in the Elk River Parks and Recreation Master Park Plan adopted by City <br />Council in June of 2015. <br />
