• The cemetery is an open space in downtown Monticello, but is hardly recognized as such. This space represents a great deal of community history, and over time, it should be reinforced with plantings and gates • that make it more of a highlight on Pine Street than it is today. • Every public building should have a functional outdoor gathering space related to it(not just a larger patch of grass surrounding it). City Hall might have a plaza, large enough for significant gatherings with a fountain or other feature as a focal point. The Library might have a more quiet, intimate space related to it— a garden or an outdoor read- ing room, for example. • While some private buildings may decide a plaza fits their program, not every building needs to have an outdoor gathering space. The focus should be on the truly public spaces at the parks and civic build- ings; at private buildings, the focus needs to be on the creation of the most intense use of the available site. Pedestrian Connections • Not all of the parking required for the uses of downtown can be locat- ed on the streets of downtown. Most will, in fact, be located behind buildings, making it more difficult to reach the front doors of business- es. To facilitate pedestrian movement between parking areas and storefronts, connections should be developed at about the middle of each block.
