Monticello will evolve slowly, much as it has for the past decades, with a new <br /> respect for the integrity of worthy structures and new development that reflects <br /> traditional patterns and quality. As it changes, it needs to be better connect- <br /> ed to Walnut Street; in fact, Walnut Street should feel like it extends to the <br /> front door of the Mall. The activity generated by a vital mall cannot be <br /> matched by any single smaller private sector venture. That the building exists <br /> • and is not contributing wholly to downtown must be one of the factors that is ' <br /> changed by this plan. The Mall needs a new use — a furniture store cannot <br /> generate enough activity to make it seem alive. It needs a new look — it has <br /> the feel of a box without relation to the community; image what it might be if <br /> the building were opened up with windows toward the rest of downtown and <br /> sidewalk enhancements that make it feel like an integral part of downtown. It <br /> will never have the character of Broadway, but at least it can be made more <br /> friendly. <br /> Assuming that a strong market will entice businesses and customers to down- Physical Design <br /> town Monticello and that it can maintain its economic viability only achieves a <br /> part of the community's vision.
