<br /> When we look ahead, it is difficult to envision what Monticello's downtown
<br /> and riverfront might look like. Changes are likely in transportation modes,
<br /> building materials, retailing trends and other factors, and each might have
<br /> 0 some affect on downtown. What remains constant is the idea of downtown as
<br /> a place for the people of the Monticello community. Initial discussions
<br /> involved concepts of highway configurations, brick sidewalks, river excursion
<br /> boats and convention centers; we need to move beyond the,"things" that might
<br /> (or might not be) in downtown.
<br /> We might imagine a typical workday in downtown Monticello's future, along
<br /> with all of the physical elements that will make that day become real. That
<br /> day, in many ways, becomes the guide for a downtown plan that has the people
<br /> of the community as its foundation. After all, without people, a downtown
<br /> would just be a collection of buildings.
<br /> We defined Monticello's future with an exercise that asked the community to
<br /> identify what people would be doing in downtown on a typical workday twen-
<br /> ty years in the future— how people become a part of the desired future of the
<br /> downtown and riverfront. The responses form a stronger idea of what the
<br /> downtown and riverfront should be, with attention focused on activities and
<br /> people (not on physical objects that might be a part of downtown). We did not
<br /> see historic buildings or brick sidewalks — although they might be there; we
<br /> saw people coming together in their downtown to celebrate the life of the com-
<br /> munity in their work and play. A day in the life of Monticello in 2016, as
<br /> described by the community during one of the MCP Board meetings, is includ-
<br /> ed in the appendix. It is most important in defining the future of Monticello's
<br /> •
<br /> • downtown and riverfront because it places people as the focus.
