Conditions <br /> We cannot plan downtown's future without a solid understanding of what <br /> exists. It is logical to assume that some of the conditions and trends we see <br /> today will be important influences in the future, while others may detract from <br /> III <br /> what is desired for the downtown and riverfront and, therefore, require atten- <br /> tion and redirection. This section illustrates where Monticello's downtown has <br /> been and what exists now; it provides a basis for understanding what is possi- <br /> ble as downtown evolves over the next twenty years. (1994 aerial photograph) <br /> Monticello is a small community located on Interstate 94 about 65 miles from <br /> downtown Minneapolis and 30 miles from St. Cloud. It has been experiencing <br /> the growth that would be expected due to its location on a major corridor <br /> between these larger metropolitan areas. Most people from outside of <br /> Monticello know the city as a result of a nuclear power plant that is visible <br /> from I-94 just west of the Monticello exits. Many also see the development <br /> that has erupted in Monticello in the last decade, but they only see it through <br /> their windshields. Few from outside know that the Mississippi River forms a <br /> significant part of the city's boundary, that remnants of the original landscape <br /> still exist in isolated locations in the community, or that the sense of a real <br /> downtown still exists here. <br /> Monticello's population in 1993 was 5,293. The City's Comprehensive Plan <br /> (dated March 1996) projects growth that will result in a population of between <br /> III <br /> 7,200 and nearly 8,700 by 2010.
