Indicators <br /> As we look forward we can envision the changes that result from this plan for <br /> Monticello's downtown and riverfront. It will be useful also to look back as <br /> we proceed, understanding what change has occurred and how successful we <br /> • <br /> have been in this endeavor — and even when a change in course might be <br /> required. The following list of indicators will demonstrate the incremental <br /> change from 1997's downtown and riverfront conditions: <br /> • Attendance estimates for downtown events <br /> • Sales receipts for downtown entertainment venues <br /> • Numbers of out-of-town visitors at downtown businesses (recorded by zip <br /> codes at point of sale) <br /> • Downtown traffic and pedestrian counts after 6 p.m. weekdays and all day <br /> on weekends <br /> • Record of all new activities and events each year <br /> • Assessed and taxable valuation of downtown as a whole and by area • <br /> • Employment by S.I.C.code <br /> • Absorption rates for office and retail use <br /> • Vacancy rates for office and retail use <br /> • Business expansions and businesses attracted <br /> • Lease rates for retail and office use <br /> • Demographic data for draw area and for downtown neighborhoods <br /> • Number and type of downtown dwelling units <br /> • Assessed valuation and sale prices of homes in downtown neighborhoods <br /> One of the key first steps will be to establish base line data for each of the indi- <br /> cators listed above.
