Additional costs will be <br /> incurred for site acquisition, relocation fees, demolition and site prepa- <br /> • <br /> ration, design and engineering fees, administrative and finance fees, <br /> and other"soft"costs. <br /> Funding <br /> • General property tax: This is an element of downtown that benefits <br /> the entire Monticello community; it is logical that all beneficiaries <br /> contribute to its creation) <br /> • TIF: This project is important enough to the success of the downtown <br /> plan that funds could be made available even if it limits other projects. <br /> • Grants: Although grants are not readily available to the City, aspects <br /> of certain projects might have outside funding sources available. <br /> Whenever a project is considered, the community should investigate <br /> the full range of public and private grant sources, and utilize those <br /> funds to make the project more affordable to the community or to <br /> improve the proposed project. <br /> • School District: The district's resources are limited due to their own <br /> capital improvements, but they may have the ability to leverage or <br /> levy additional funds for a facility of which they are a central compo- <br /> nent. <br /> Improve Broadway's Buildings Related Guiding Principles <br /> (downtown) • A good place to do business: This area has always been the business <br /> center of the community, and there are still viable businesses here that <br /> could be a more integral part of the business life of downtown if pro • <br /> - <br /> vided with the right incentives for change (such as a loan program <br /> with reduced costs t o borrowers or through tax abatement). <br /> • A compact center: Broadway has a character that makes it feel like <br /> the center of the community — its real downtown. The density of <br /> development here makes it rich with opportunities for business and <br /> sharing customers—stemming directly from its compact qualities. <br /> • An identity related to Monticello: While there are no "gems" here and <br /> some buildings have taken on disguises that diminish their integrity, <br /> this is largely original Monticello. It is not fancy, elaborate architec- <br /> ture, but that is not the character of the business community. <br /> • A mix of uses: Second stories in buildings along Broadway provide <br /> for a great opportunity for mixing uses vertically —which is far more <br /> important than mixing uses horizontally. No greater mixing can occur <br /> in downtown than that which can happen here on Broadway. <br /> • Partnerships for mutual benefit: If this area was going to change on its <br /> own, it would have done so already. It will not change on its own; the <br /> City is the only force that can help to make change happen. As the <br /> City contributes to Broadway's revitalization, it will benefit from the <br /> new or expanded services that locate here, from the potential of higher <br /> property values resulting from improvements, and by the catalyst that <br /> this area will be in spurring other downtown development activity. <br /> Actions <br /> • Create zoning for Broadway that allows a great diversity of use, <br /> 40/ <br /> including residential uses above retail activities. <br /> A New Bridge <br /> Revitalizing Montcello's Downtown and R/verfront <br /> Page 4:4 <br />
