HRA Agenda Memo <br /> Page 3 <br /> January 21, 1997 <br /> 8. Award of Bid for Demolition of King and Main Site <br /> Background <br /> Over the past 30 days, staff has proceeded to solicit three bids for <br /> demolition of four structures on the King and Main site in downtown <br /> Elk River as follows: <br /> • Diamond Five Construction, Inc. $22,950 <br /> • Veit & Company, Inc. $21,639 <br /> • Ray Anderson and Sons, Inca $22,600 <br /> Staff discussions with all three contractors have indicated that there is <br /> some flexibility with regard to timing of demolition of these properties, <br /> but it would likely be completed within four months from award of bid. <br /> None of the demolition bids include the removal of environmentally <br /> sensitive products or the cost of sealing any wells that are found on the <br /> property. Also excluded from the bids is any fill that would be needed <br /> after removal of the basement, footings, and foundations. Prior to <br /> paying for the site to be backfilled, staff intends to consult with the <br /> al anticipated developer, Dennis Chuba. If Chuba's plans require a <br /> portion of fill to be removed from the site, then the HRA will have <br /> unnecessarily paid for backfilling. The HRA may have to complete a <br /> portion of backfillng in order to assure site safety. <br /> At the closing on the properties, specific dollar amounts were escrowed <br /> in order to pay for the cost of addressing all of the environmental <br /> issues associated with the properties. Staff is continuing to work with <br /> the property owners to accomplish these activities. <br /> Staff is currently working on securing a bid from B.A. Leisch and <br /> Associates for removal of asbestos in the properties. Mr. Leisch's <br /> company conducted the Phase I Environmental Assessment for all of <br /> the properties on the site. <br /> Attachments <br /> • Demolition bids King and Main site <br /> i <br />
