HOUSING PLAN <br /> (a) Principal Housing Needs of Elk River: <br /> • Encourage and promote a balanced mix of housing <br /> opportunities throughout the city's urban service area. <br /> • Evaluate housing stock on a regular basis to assess the <br /> housing conditions and needs of the community. <br /> • Ensure that persons or groups of persons of similar income <br /> levels have a wide range of housing choices available to <br /> them, regardless of their race, color, creed, religion, sex, <br /> national origin, marital status, status with regard to public <br /> assistance, or familial status. <br /> • Encourage the development of a quality residential <br /> community which retains a semi-rural atmosphere while <br /> accommodating growing housing needs. <br /> • Ensure that residential developments provide adequate <br /> facilities to maintain an efficient level of service. <br /> • • Develop, preserve, and protect environmental resources such <br /> as wetlands, forests, water bodies, and their shorelines, <br /> within the city with respect to open space, recreational uses, <br /> water and air quality, and natural ecosystems. <br /> • Preserve, maintain, and/or strengthen the physical and <br /> visual qualities unique to the community. <br /> • Provide an appropriate, reasonable, and enforceable system <br /> of development controls and implementation programs for <br /> the guidance of future land use in the city. <br /> (b) Data Sources <br /> • Comprehensive Land Use Plan (adopted December, 1995) <br /> • 1995/96 Annual Report - Planning Department <br /> • 1995/96 Annual Report - Building and Zoning Department <br /> • 1996 New Residential Construction Summary - Building and <br /> Zoning Department <br /> • Regional Multiple Listing Service of Minnesota <br /> (c) Specific Plan to Meet Identified Housing Needs <br />
