City of <br /> ElIk Memorandum <br /> T- ,1 r <br /> To: Mayor and City Council <br /> From: Bob Pearson, Secretary (ret.),Elk River Fire Department Relief Association <br /> Date: November 16, 2015 <br /> Subject: Bylaw Changes Summary <br /> Below is a summary of the proposed changes to the Elk River Fire Department Relief <br /> Association ("Association") bylaws: <br /> ■ The Association is adopting a Records Retention Schedule that is filed with the <br /> Minnesota Historical Society. Without an approved Records Retention Schedule, the <br /> Association is required to retain all records indefinitely. <br /> ■ Membership in the Association is automatic and concurrent with membership in the <br /> Fire Department. <br /> ■ Strengthened the sections on Leave of Absence and Military Leave. <br /> ■ Provides the option for the Association to create an Aid Committee. <br /> ■ Allows for meeting notices to be sent electronically. <br /> ■ The new bylaws are intended to dove-tail with new set of policies for the operation <br /> of the relief. An example of this would be Section 5.3, "Disbursements". The by- <br /> law state that disbursement of funds won't be issued until approved by the Board of <br /> Trustees. <br /> ■ Per the state auditor's office, changes were made to the payment of interest on a <br /> deferred service pension. Interest is paid based on the following criteria: <br /> ■ Anyone retiring with less than twenty years of service: No change you will <br /> not gain any interest. <br /> ■ Anyone retiring under 50 with twenty or more years of service: gain 3% <br /> interest for up to five years. <br /> ■ Anyone over 50 with twenty or more years of service: gain 3% interest for up <br /> to five years. <br /> ■ Our current bylaws state that if a firefighter over 50 retires and leaves their <br /> funds with the Association, they will collect no interest.
