1.0 INTRODUCTION <br /> • <br />' B.A. Liesch Associates, Inc. ("Liesch") was retained by The City of Elk River to conduct a <br /> Phase One Environmental Site Assessment for 812 Main Street and 307 and 317 King Avenue, <br /> Elk River, Minnesota, hereafter referred to as "the Property". Figure 1 in Appendix A <br /> illustrates the location of the Property while Figure 2 depicts the layout of the Property. <br /> 1.1 Property Description <br /> The Property is located on the northwest corner of the intersection of Main Street and King <br /> Avenue in Elk River, Minnesota. There are four buildings on the Property. A residential <br /> structure is located at 812 Main Street, an old clinic at 307 King Avenue and at 317 King <br /> Avenue there is an office building/residence and a garage. The structures were constructed in <br /> the 1930s to 1940s. The Property is comprised of 32,400 square feet located in an urban <br /> setting. The old Sherburne County courthouse is located to the north of the Property. <br /> Commercial buildings are located to the west, east and south of the Property. <br /> • <br /> 1.2 Hydrogeologic Setting <br /> Liesch reviewed the Regional Hydrogeologic Assessment Anoka Sand Plain which includes <br /> Sherburne County. Surfcial materials in the area consist of terrace deposits of sand and gravel. <br /> Based on other work by Liesch in the area, the water table is anticipated to be less than 20 feet <br /> deep with groundwater flow generally towards the Mississippi River. <br /> Bedrock in the area consists of the Eau Claire formation and generally occurs at a depth of <br /> between 100 and 200 feet. <br /> 2.0 SCOPE OF WORK <br /> The following work items were completed for this Phase One Environmental Site Assessment <br /> of the Property: <br /> • Contact with state, county, and municipal regulatory agencies to determine if any known <br /> environmental concerns have been reported on or adjacent to the Property; <br /> • A walk-over survey of the Property to identify any readily apparent environmental <br /> concerns on or adjacent to the Property; <br /> B.A.LIESCH ASSOCIATES,INC. <br /> May 1996 Hydrogeologists•Engineers•Environmental Scientists •page 1• <br />
