includes additional landscaping around the Elk River Utilities building. <br /> • Based on the outcome of the long term plan for the Utilities building, the <br /> second phase of the landscaping will either be installed later this year or held <br /> off until a redevelopment scenario takes place whereby the landscape plan <br /> can be amended accordingly. Attached is a plant schedule along with the <br /> associated cost for each of the landscaping items. The project has been <br /> broken into two phases as follows: <br /> • Phase I - $ 6,653.00 <br /> • Phase II - <br /> Total $ 9,016.00 <br /> • Rock /Wood Chip $ 1.000.00. <br /> $10,016.00 <br /> The HRA's 1996 budget did not include funds specifically for landscaping of <br /> the downtown parking lot. However, the budget did include the following <br /> line items: <br /> • Reserve for future projects - $10,000 <br /> • Evans and Main parking lot development - $12,000 <br /> • Railroad Drive parking lot improvements - $25,000 <br /> • Riverfront - $20,000 <br /> • In order to complete the landscaping in the downtown parking lot, the HRA <br /> may wish to consider reallocating funds from one of these identified line <br /> items to complete the downtown parking lot. Staff would suggest that the <br /> HRA consider utilizing a portion of the $25,000 dedicated to the Railroad <br /> Drive parking lot improvements to complete the landscaping in the <br /> downtown parking lot. The Railroad Drive parking lot improvements will <br /> most likely become a 1997 project as it is unlikely a design of that parking lot <br /> will be done before the master plan for downtown is completed. Furthermore, <br /> it seems reasonable that before moving on to another project, last year's <br /> project be completed in its entirety. <br /> Schedule of Improvements <br /> Assuming the HRA approves the funds to compete the plan, staff will be <br /> working with Phil Hals to coordinate the improvements. We are hopeful the <br /> project can be completed in the next two to three weeks. Work will most <br /> likely begin along Highway 10 and proceed towards the interior of the <br /> parking lot. Once the project begins, it should be completed within a week. <br /> Prior to commencing work, staff will notify the businesses and give them <br /> information relative to the project and time schedule. <br />
