J <br /> DATE: June 17, 1996 <br /> SUBJECT: Consider Expenditures for Landscaping <br /> Within the Downtown Parking Lot <br /> Background <br /> Last summer the HRA approved plans to upgrade the city parking lot <br /> adjacent to the Elk River Municipal Utilities building along Highway 10. <br /> This parking lot improvement was funded from the HRA's 95 budget which <br /> had programmed certain expenditures towards various public improvements <br /> in the downtown area. Unfortunately, no funds were set aside to complete <br /> the landscaping improvements. <br /> The parking lot improvements that have been completed include opportunity <br /> for landscaping to be installed along Highway 10 around the Elk River <br /> Municipal Utility office and within the parking islands. <br /> Recently, a landscaping plan has been prepared by Paul Paige of Hoisington <br /> Koegler Group which utilizes certain plant material which may be <br /> incorporated into the riverwalk project. The material that has been selected <br /> is also hardy enough to withstand the harsh conditions along Highway 10 <br /> and have a salt tolerance to endure the salt spray from Highway 10 during <br /> the winter time. It is anticipated a rock ground cover will be utilized within <br /> the parking/landscape islands, around the Utilities building, and along <br /> Highway 10. There will also be certain areas where a wood chip mulch will <br /> be appropriate given the type of plant material. There is also some <br /> preparation work such as removing bituminous between the parking area <br /> and Highway 10 and establishing black dirt. The railing along Highway 10 <br /> will also be removed and underground irrigation completed. <br /> Financing the Improvements <br /> The parking lot landscaping improvements have been broken into two <br /> phases. The first phase will basically cover the perimeter of the parking area <br /> along Highway 10 and the interior landscaping islands. The second phase <br /> 13065 Orono Parkway • P.O.
