Municipal Recycling Board Meeting Minutes <br /> October 1,2015 <br /> 9:00am-9:45amu <br /> Sherburne County Govt Center <br /> MRB Members Present: <br /> Mark Thompson, Mike Goebel, Dave Johnson,Joe Danielson <br /> County Staff Present <br /> John Exner, David Katzner, Dave Lucas <br /> 1) Yard Waste Hauling <br /> w County staff notified K8RBthat Elk RiverComposdng, Inc. has provided the best possible rate for hauling <br /> Our yard waste and isable tostart assoon aspossible, |twas decided that Elk River Composting, Inc <br /> would clean-OUt each site for$1.85 per cubic yard. Full Circle Organics was unable to perform the <br /> services asthey stated they vvouldbeable todo. <br /> w Exner notified MRB that since the rate went up by$0.85 per yard,Cubic yard lirnits may apply to stay <br /> under the budgeted amouni(individual grant amountsissued tueach city). Exner provided the K4RB <br /> with the maximumamounts that could behauled Out tostay under budget. <br /> w 2015 Yard Waste Hauling schedule will be Elk River,Zimmerman, Becker, Big Lake. Joe Danielson with <br /> City of Becker notified that he was able to find a reuse Opportunity with the collected yard waste and <br /> does not need ahauling. <br /> p !twas decided bythe yNR8that Elk River Composting has provided the best proposal going forward; <br /> however they did not want to lirnit thernselves to one option at this time. It was discussed that maybe <br /> Elk River and Zimmerman work with Elk River Composting,while Big Lake and Becker work with Full <br /> Circle. Elk River Composting had a flat rate of$1.85 for each site,while Full Circle Organics had a rate of <br /> $1.7Ofor Big Lake &Becker and$22Ofor Elk River and Zimmerman. <br /> 2) Wood/Brush Grinding and hauling <br /> w Exner notified MRB that he sent an email to Rick Hogan of S&S Tree Service yesterday but had not <br /> heard back fromhim. <br /> • Exner inquired about the vo|umesateach site. Noone seemed tosay their sites were overloaded,but <br /> all stated that could change with a heavy weekend Of use and the Fall tirne quickly approaching. <br /> • Exner notified the K8RBthat are aQreementwith S&Sisstill valid through 2O1G. Exner reminded the <br /> MRB that there is no charge per site if S&S has at least 1,000 Cubic yards at each site when they grind <br /> material. <br /> 9) ZOl6Budgetary Needs <br /> * Yard waste hauling costs are abit ofam unknown atthe moment. Exner stated that hewill wait tobuild <br /> the 2016 budget until after all the sites have been cleaned Lip from the Fall to have an idea on the <br /> quantities. <br /> * Exner will build the Tyco Security charges into the 2016 recommencled funding arnounts. Exner informed <br /> KXRBthat Tyco stated the monthly rates will not beincreasing for Z016. <br /> w Exner also stated that lie will build miscellaneous site improvement charges into the 2016 budget, but it <br /> may bereduced asyard waste hauling costs have nearly doubled. <br /> 4) Ban onCmmmeoia|Operators <br /> • Exner asked if the Directors had notified their City Councils on the possibility of the MRB banning <br /> commercial operators. None ofthe Directors had gone before their Councils. <br /> m Exner notified the MRB that he informed the Solid Waste Advisory Cornn'littee that the IVIRB was <br /> discussing the idea ofbanning commercial operatorsfrom using the yard waste sites attheir September <br /> meeting. Exner stated that the Advisory Committee was in favor of banning commercial operators from <br />
